Title: Viability Appraisal Review Description: Sandwell Metropolitan Borough Council (SMBC) is one of the four Black Country Boroughs.

It has an adopted development plan comprising of the Black Country Core Strategy and a Site Allocations and Delivery Development Plan Document (DPD) as well as Area Action Plans (AAP) and Supplementary Planning Documents SPD).

The Borough has seen some significant investment in recent years particularly in West Bromwich the boroughs premier town centre.

However, the borough also suffers from large areas of contaminated land (as a result of its industrial history) and relatively low housing prices compared to the national average Sandwell Council is seeking to appoint a consultant on a retained basis to provide expert independent advice to the Council and specifically to the Local Planning Authority in respect of development viability appraisals for residential and non-residential developments.
