The brief

The London Borough of Hounslow wishes to purchase the following equipment/software for its new Waste and Recycling depot at Southall Lane.

Tenderers to price for supply, installation, commissioning and training.

Installation to be co-ordinated with the sites main contractor (cabling and ducting requirements to be provided in advance by supplier), however, all work must be completed by Friday 28 October 2016.

Weighbridge and Software Capacity: capable of weighing up to a 44 Tonne HGV (in 20kg units) Minimum length: 18 m Surface Mounted (low profile) bridge Guide rails fitted to both longitudinal sides (to ensure correct positioning) Steel ramps to both ends (Max gradient to be 10%) – direct installation onto site’s level concrete base All steelwork to EN1090 State paint finish/corrosion protection on weighbridge Load cells to be compact, well-sealed, stainless steel canister load cells – meeting IP69K classification (DIN 40 050-9 standard), with well-designed rocker mounting assemblies (with digital output) Software system and computer hardware (located in main office) – integrated with council’s ICT system.

Software must be able to produce reports providing details of transaction by date, type of waste, vehicle etc.

Able to provide reports that will integrate into waste data flow reporting requirements.

Access control equipment (weighbridge) Unmanned operation Driver-operated-terminal (DOT) at both ends of the bridge Option for dual height DOT at either end Back-up keyboard operation in main office Automatic heavy-duty, pole barriers at both ends (3m booms) LED Red/Green traffic light system Induction loops at either end of bridge (installed prior to entering the ramps) Vehicle identification (keypad and proximity token) End infra-red beams (to ensure correct positioning) Electronic vehicle weight display Automatic ticketing Auto zero Audio and video comms (with main office) Supplier to state details of the finished paint work on the weighbridge Supplier to state warranty periods on the weighbridge and the load cells Access/Exit control (non-weighbridge) Entry: Automatic heavy-duty, pole barrier LED Red/Green traffic light system Vehicle identification (keypad and proximity token) Audio and video comms (with main office) Exit: Automatic heavy-duty, pole barrier LED Red/Green traffic light system Induction loop to operate barrier (Auto-lift) Audio and video comms (with main office) All Barriers to lift in the event of a fire alarm/emergency – supplier to install a cable to the fire alarm interface unit, the interface unit can be programmed to be normally open/closed.

Servicing and Maintenance 2 maintenance visits per year 1 detailed inspection report per year Annual calibration to UKWF Code of Practice Certificate of Calibration to ISO9001
