The brief

About us Monitor is the sector regulator for health services in England.

Our job is to protect and promote the interests of patients by ensuring that the whole sector works for their benefit.

Further information about us can be found on our web site at www.gov.uk/government/organisations/monitor/about Requirement Monitor’s Information Services team are looking for a supplier to set up and host a SCORM compliant Learning Management System (LMS) as a platform for an online e-learning module on Information Governance (IG) which will be used by all members of staff and contractors both on our premises and remotely.

The IG training material will be provided by us and is outside the scope of this procurement.

However the successful supplier will be expected to develop the e-learning module based on this content.

The solution should make use of tried and tested open source products and provide functionality including a standard navigation menu, comments functionality and forums in order for our staff to provide feedback on their learning experience and potentially interact with one another.

A reporting functionality is also required that enables users to see their e-Learning record and which allows for the Governance and Assurance Admin team to generate individual/group/global utilisation and completion reports.

Background It is essential that we maintain effective working relationships with data providers and comply with the law.

Being IG compliant through the provision of relevant IG learning and development for staff is an essential pre-requisite for continued access to the key datasets made available to us under licence.

We currently use the HSCIC IG Training Tool (hosted by the HSCIC) and have done so for at least the past five years.

The content of the HSCIC IG Training Tool is very much NHS orientated - this was the original intended audience.

As the Health and Care sector grows – so too does the requirement to develop relevant and interesting IG training for members of staff in other parts of the sector including Monitor.

Budget Our maximum budget for this contract is £30k inclusive of all costs including development, hosting, content creation and updating, training, maintenance and support costs over a five-year period.

Timing The table below sets out the expected timeframe for the procurement process; this is intended as a guide and whilst we do not intend to depart from the timetable we reserve the right to do so at any stage.
