The brief

In response to the GoU demand, the MF will expand the Economic Hub project and develop a comprehensive post-war Economic Growth Strategy based on economic modelling and extensive consultations.

Alongside the strategy development (Output 1), the project will continue providing technical support to: • Improve the efficiency of fiscal policymaking based on economic modelling, scenario-planning and impact assessment of fiscal policy proposals. • Increase transparency of PFM institutions through open cross-agency communication and outreach to domestic and international audiences, including Ukrainian citizens, international financial institutions, and Western governments. • Build an understanding of existing inefficiencies in the social payments system in Ukraine and provide recommendations focused on using the limited financial sources to protect and support women and marginalised groups. • Strengthen robust and evidence-based budget management to uphold the GoU social payments while introducing policies that are in alignment with the International Monetary Fund Extended Fund Facility (IMF EFF) programme.
