The brief

The Centre for Disaster Protection works to change how the world prepares and pays for disasters.

Identifying, planning for and financing disasters before they strike saves lives, reduces suffering and protects livelihoods and economies.

This piece of work investigates crisis-related expenditures with risk modelling approaches to estimate the likelihood and magnitude of crisis costs over the coming years.

The consultant procured will provide the following deliverables: 1.

A briefing note providing a qualitative summary of the response activities, their phasing, and their relative importance.

2.

A draft report which identifies the most appropriate conceptualisation of the cost structure of that response, and the evidence base that supports this recommendation; discusses the key factors (controls) that influence the costs of these activities; and provides an empirical assessment of the range of costs associated with each response activity, including how they are influence by the factors (controls).

3.

A final report, and also provides brief recommendations on future research priorities.

Regular update calls should be expected with the Centre, and the consultant should present their results, either in person or online, to a wider Centre group in at least [1] workshop.
