The brief

This procurement falls under the light touch regime and will be treated in the same way as an Approved Providers List with prospective Providers applying to be on the Approved Providers List.

Luton Council is committed to providing a fair and equitable procurement process for services that we commission.

The council provides a range of services for vulnerable members of the community that are funded from central government grants.

The charitable and voluntary sector, and in some cases the private sector, are able to provide the skills and experience to provide these services more appropriately than the council and therefore the council will want to enter into contracts with these organisations to provide the services.

Luton Council Housing Department have therefore designed this Trusted Partner Process in order to maintain a transparent and competitive tender process for short term, quick turnaround, grant funding which will be open to all those successfully accepted onto the Approved Providers List.

This procurement falls under the light touch regime and will be treated in the same way as an Approved Providers List with bids to be submitted for individual services which are grant funded.

The Luton Housing Strategy outlines a clear commitment to reduce rough sleeping and work in partnership to tackle entrenched rough sleeping.
