The brief

The Department for Transport (The Authority) works with our agencies and partners to support the transport network that helps the UK’s businesses, and gets people and goods travelling around the country.

The Authority plan and invest in transport infrastructure to keep the UK on the move.

The main purpose of this project is to: • Create a new car consumer choice model which can estimate the impact of changes on key policy drivers and external factors on the make-up of new car sales, designed in particular to identify impacts on new car CO2 (with sales disaggregated into CO2 bands), fuel consumption, air quality, and by fuel type (including electric). • The Authority are open to the methodology adopted for the assessment but it is essential that the values are evidence based and can be easily applied in a standard appraisal context.

The robustness of the methodology should also be able to stand up to external scrutiny and be consistent with DfT transport appraisal guidance (WebTAG ).

The model should follow best practice model design, be accessible to use and include a series of inputs that will be confirmed during the discovery phase of the project.
