The brief

St Ives in Cornwall has festoon lighting running centrally above 9 of its streets for a total of approximately 1000 metres.

The current system is being removed and a replacement system will be installed.

Funds are available for part of the project, and fund-raising is underway for the rest.

The work will therefore be carried out in 2 phases.

1.

Removing a centrally-suspended festoon lighting system from 3 streets, and installing a new system based on LED technology.

The contractor will remove all materials from the old system and dispose of them lawfully.

Funding for this phase is in place.

2.

Installing a new, centrally-suspended festoon lighting system based on LED technology in 6 additional streets.

Funds for this phase will be raised by a voluntary group and will be carried out when funds are available on dates and at times agreed by the council and the contractor.

In both cases, the contractor will be fully responsible for installing the new system, including the lawful disposal of redundant material from the current system; acquiring all materials for the new system; project-managing the installation of the new system; gaining structural wiring and electrical certification; and testing the support wires, fixings and electrical works etc.

The contractor will also be responsible for getting all relevant permissions for road closures etc to ensure that the works are carried out lawfully and safely.

The successful company will guarantee the fixings, support wires and electrical works for a period of at least 12 months.

Note.

The Town Council will be seeking permission from property owners on the route for fixings to their buildings for both phases.

It is not known how long this will take to complete, although all property owners on the route will receive letters asking for permission in early January.

It is hoped that all necessary permissions will be in place before the target start date for the Phase One works.

The start date for Phase Two works will be dependent on fund-raising.

Although the target date for completion of Phase Two is the end of September 2017, the council hopes the funds to be in place before then and for the works to have been completed earlier in the year.
