The activities on the programme which would have the most impact in reducing the time scales were identified as a) the tendering and b) the contractor design periods.\r The mitigation is to be making direct awards and enter into Pre-Construction Service Agreements (PCSA), thereby engaging the contractors at an earlier stage.\r The contractors selected were from the existing PAN1068 framework.
This was considered the most appropriate method of selection, as the contractors, to be on the framework had previously been approved by LCC and works could be spread evenly.
However, only five framework contractors advised that they will be willing to be considered for a PCSA.
To deliver the programme of works it is considered that six contractors are needed.\r Ashe Construction were approached, and reference sought for this contractor.
