The Finance Community & Professions Team (FCPT) are looking to procure CIPFA as an alternative qualification for our finance apprentices.

Currently, finance apprentices can only undertake AAT and CIMA qualifications. (with ACCA and ACA only on an exceptional basis).

Having the CIPFA qualification will broaden out the range of qualifications that our finance apprentices can choose from.

Another business driver is that CIPFA is the only finance qualification that is focused on the public sector and so the qualification brings with it learning material that is not contained in the other qualifications.

In having a greater product offering for individuals to choose from will help HMRC remain competitive in attracting and maintaining the best finance talent across government and beyond.

This aligns with the People theme in HMRC's strategy.

The cost of acquiring CIPFA will be borne from the Apprenticeship Levy, so HMRC will not incur any costs as such.

If this requirement is not approved, then finance apprentices will have less choice in the finance qualifications that they can take, and HMRC will have a less competitive range of qualifications to offer than some of the OGDs.
