1 BACKGROUND TO THE PROJECT 1.1 The Hinkley Point C (HPC) site has recently been licensed by ONR to allow the Licensee, NNB GenCo, to construct and operate two EPR plants.
The HPC safety case documentation to support this activity is complex and a full assessment by ONR of Severe Accident aspects requires input from a number of specialists and skill areas.
1.2 Nuclear safety aspects of the construction, commissioning and operation of the site will be regulated by ONR via a series of regulatory permissioning points under specific Licence Conditions attached to the HPC site licence.
The assessment work that supports the different permissioning points, up to granting of the Consent for Nuclear Island Concrete, is split into a number of stages.
1.3 The work associated with the assessment of the Severe Accident aspects of the HPC safety submission is recognised as an integral part of ONR’s programme of assessment of HPC safety documentation.
ONR therefore require additional technical resource in the Severe Accident topic area to provide an adequate, efficient and timely assessment of the HPC safety submissions.
