The brief

Croydon Council is seeking to engage a single provider for the provision of a Tracking (attendance and attainment) service for Looked After Children (LAC).

Croydon's Looked After Children are placed all over the country.

To monitor individual children's education performance, identify any issues promptly and to put in place appropriate intervention we need to collect this information from numerous schools located across the country on a weekly basis.

This gathered information also supports local reporting requirements and relevant external bodies such as Ofsted.

Due to the fluctuating need, a maximum pupil volume will be agreed at the commencement of each academic term and KPIs revised to reflect this volume.

There are no guaranteed volumes of pupil volumes per annum to be awarded to the provider.

Minimum volumes of 400 pupils a term are anticipated, based on the Council's previous service levels, but this is not guaranteed, as volumes will be based on need.

LB Croydon currently (April 2018) has approximately 803 LAC pupils covered by this service delivery proposal.

The maximum budget for this provision of this service is £55,000 (Fifty Five Thousand) per annum, although there is no guaranteed volume of work for this contract, as delivery of the service will be based on need arising.

The Contract duration shall be for a period of two (2) years with an option to extend at the Council's sole discretion for a period or any number of periods up to a total maximum contract term of four (4) years.

The contract will commence 1st September 2018.

This tender process is being carried out under a one stage open tender procurement under the Light Touch Regime of the PCR 2015 for the purposes of procuring the contract.The tenders will be evaluated on the basis of achieving the most economically advantageous tender (MEAT) in the opinion of the Council.
