The brief

THIS IS NOT A CALL FOR COMPETITION MARKET ENAGEMENT EVENT Following on from the Soft Market Testing that was undertaken by Leicester City Council (the Authority) in September/October 2019 in respect of considering options for the future design and procurement of the 0-19 Healthy Child Programme (0-19 HCP), the Authority are now seeking to pre-engage with the provider market of the 0-19 HCP.

The proposed new service is anticipated to commence from 1 April 2022.

It is anticipated, that tenders for the next commissioning arrangement would be sought in June 2020.

At a high level, 0-19 Healthy Child Programme will typically include elements of: • Public Health Nursing (Health Visiting) • Breastfeeding support • Public Health Nursing (School Nursing) • National Child Measurement Programme and support to achieve and maintain a healthy weight As part of this pre-engagement process the commissioners of this service are keen to hold a market engagement event.

This process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contact.

Its anticipated that at this this event pre-engagement information will be discussed in respect of. • Context - information about the challenges facing and experiences of Children and Young People in Leicester • 0-19 HCP current offer • The indicative procurement processes • Addressing questions raised in the Soft Market Test The vision for the future of 0-19 HCP is still being developed and this market engagement exercise will feed into the service specification following an internal review.

The market engagement event is being held on Wednesday 13th November 2019 commencing at 1.15 p.m. and is anticipated to end at 3.15 p.m.

The venue for the event is Leicester City Council, City Hall, 115 Charles Street, Leicester LE1 1FZ.
