The brief

The Authority conducted this procurement exercise through the use of the YPO Managed Services Framework (000576), to which OJEU Reference No: 2014/S 191-336982 refers.

Reading Borough Council (The Council) has a legal duty to collect and dispose of household waste and undertake recycling.

The Council operates this waste collection service internally and owns a fleet of 13 freighters.

The Council also operates a number of additional large and/or specialist vehicles, including tippers, accessible vehicles, gully clearers & street sweepers, with a number of specialist options/modifications installed.

In an effort to secure financial savings, the Council now seeks an experienced and competent service provider/s to service, maintain, recover, repair, carry out statutory inspections and provide professional advice for a fleet of approximately 74 vehicles as described above.

The Council is proposing the use of on-site workshop facilities, to be fitted out by the service provider with all the necessary equipment needed to fulfil the requirements of this maintenance contract.

The service provider will be expected to schedule servicing and maintenance works in consultation with the Council and will provide replacement vehicles of comparable specification on a temporary basis where required.
