The brief

In 2015/16 (phase 1) The ‘Healthy Steps Together’ project (B) looked at specific community settings in order to identify how the wider community environment and interplay of relationships in these settings could influence healthier decision-making.

The project endeavoured to build on existing local initiatives and good practice to enhance their impact, further influence the uptake of healthy behaviours and embed health and wellbeing into health and care settings.

The project initially worked across three community settings across London (two schools and a housing estate).

Behavioural insight research was conducted to determine the key environmental and behavioural factors contributing to childhood obesity.

Following this, a series of workshops were set up with the communities and key stakeholders to co-design solutions to address some of these environmental and behavioural factors.

Key stakeholders included colleagues from healthcare, local government, Public Health England as well as staff, children and parents from the different settings.

Following a prioritisation exercise, three of these idea/solutions were identified for full implementation in phase 2 of this project.

In phase 2 of the Healthy Steps together programme the three ideas will be fully developed and implemented by the communities with the support of a design/behavioural insights agency.

Among the key activities and deliverables for phase 2, is the requirement to establish a formal evaluation framework to measure and evaluate the impact and return on investment/ROI of both solutions and the programme as a whole.

To do this we need to engage an external partner to provide independent evaluation to the implementation of the three lead solutions.

This analysis must include the application of a framework for local level evaluation and for cross-programme evaluation.

Specialist evaluation expertise is required to work with the Healthy London Partnership Prevention Team and partners to deliver this piece of work.

This capability does not exist presently within HLP and its stakeholders; therefore we are seeking an organisation or individual with this expertise to partner with us.

Project Governance The HLP Prevention programme reports into the London Prevention Board, which includes representatives from HLP, London CCGs, Greater London Authority, Public Health England, NHS England, Local government, clinical representatives and lay members.

To provide oversight of the Healthy Steps Together project, a project Advisory Group has been established.

This will provide regular updates and recommendations to the Prevention Board, including approval for stage 2 funding.
