Herts Valleys CCG ODL Shared service are leading on the review of back office functions across the Hertfordshire and West Essex STP.

The NHS Provision for the STP comprises of 3 Acute Hospitals, 1 Community Trust, 1 Mental Health Foundation Trust and 3 CCGs.

The intention is to deliver a solution for the following services: • Payroll service o Administration of payroll for all employees; o First-line advisory support for payroll and HR queries; o HR service provision - a full HR transactional service for the majority of HR life events; o Provision and maintenance of the HR database, Oracle 12.1.3; and o Live file handling, updating employee information on payroll and HR • Staff Occupational Health Service to work with the in house HR department and Health and Safety teams with an aim to o Offer a comprehensive range of Occupational Health services that allows organisations to meet their statutory duties of care, health and welfare of their employees in their working environment. o reduce overall employee sickness and absence, o address the causes of work related ill-health, o promote general wellbeing and implement an occupational health management system which is electronically enabled, o present a self-service portal for staff o offer some reporting and higher functionality for back office HR and management staff. o Offer OH guidance for referrers around the possible need for referral o Assessments of employees by relevant OH professionals o Access to mental health nurses and assessments o Provision of case reports on each referral outlining the relevant recommendations for the employee and any relevant signposting o Employment health checks for employees under specified roles o Ill health retirement duties and advice o Deferred pension advice The commissioners are seeking expressions of interest from suitably qualified and experienced providers to deliver the above services across the STP footprint of Hertfordshire and West Essex.

Those organisations, which have demonstrated compliance with the requirements set out in the attachment and confirmed their interest by submitting a copy of the completed Expression of Interest document by email to nelcsu.procurementnorthants@nhs.net no later than 5.00pm on Monday 7th January 2019 may be invited to take part in the next stage of the tender/procurement process.
