A Better Start Southend (ABSS) is seeking to commission an independent summative evaluation that will provide evidence of programme-wide outcomes and impact of the ABSS Programme.
This will be in line with the ABSS Outcomes framework.
The summative evaluation approach will be designed by the successful bidder (the Delivery Partner) in collaboration with ABSS, with evaluations taking place in 2021, 2023 and concluding in 2024/2025.
The opportunity is open to Higher Education Institutions or Research Institutions/Agencies operating within the field of health, education, social care or social sciences.
Certification to ISO/IEC 27701, Security techniques, which is an extension to ISO/IEC 27001 and ISO/IEC 27002 for privacy information management (a management system for protecting personal data (PIMS)) and completion of the Data Security and Protection Toolkit, and certification to ISO/IEC 27001:2019 for market, opinion and social research, including insights and data analytics; or evidence of compliance with other relevant professional quality assurance standards for data management and social research, such as those established by the UK Research and Innovation (UKRI) and Economic and Social Research Council (ESRC), will be a requirement.
The contract start date is 1st January 2021 and will expire on 31st March 2025, with no option to extend.
The closing date for submitting a tender response is Friday 2nd October 2020 at 12noon.
