The brief

Rotherham Metropolitan Borough Council (RMBC) are inviting bids from a number of organisations who might be able to provide services that meet RMBC’s current demand for a Community and Home Care Service.

Expressions of interest are invited from suitably experienced providers who are registered to provide home care on a spot purchase basis.

Providers will be expected to be innovative in delivering personal care and support in ways which builds on existing capacities, social networks, maintaining local connections and community involvement for older people and adults with physical disabilities, sensory impairment, learning disabilities, mental health conditions and dementia.

Providers may specialise in any providing service to a particular client group and provide service Borough wide or in a particular geographical area of Rotherham.

The specification of the service to be delivered is outcome focused and requires providers to evidence the impact on the quality of life of service users and carers as a result of the service provision.

Services approved under the agreement will be required to have operational processes that place customers in control of their personal budget allocation.

There is no guarantee of business for Providers under this Spot Contract Agreement.

Priority will be given to existing Providers on the Community and Homecare Service Framework (which is in place until March 2018).

All allocation of work to spot contract Providers will be sanctioned through the Adult Care and Housing Commissioning Team.

The contract will commence on or around the 1st December 2016 expiring 31st March 2018.

The Council currently commissions approximately 13,000 hours per week of Community and Home Care Support however this offer does not carry any guarantee of turnover and any estimated volumes of business are indicative and may vary upwards or downwards depending on actual future needs.

As mentioned above, there is no guarantee of business for Providers under this Spot Contract Agreement.

The intention is to award to the highest scoring Providers based on the selection criteria stated in section 1.1.5 of this document and ensuring the coverage of the Borough.

All suppliers who wish to be considered for this quotation must register on the YORtender system and electronically complete and upload the quotation documents onto the system no later than 17:00 hrs Wednesday 30th November 2016.

All Requests for Quotation must be returned through the YORtender system and will not be accepted by any other means.
