The brief

To seek to extend for a period of 12 months the accommodation-based elements and for a 2.5-month period, the outreach element of the current contract for the provision of the Doncaster Domestic Abuse service with Riverside, commencing on 13/05/23.

This is due to the need to plan a re-procurement following the recent abandonment of an unsuccessful procurement that could not meet the contract requirements. ​​​ City of Doncaster Council currently commissions a Domestic Abuse Service with Riverside.

The current contract commenced on 13/05/19 for an initial period of 2 x12 months, with an option to extend for a further 2 x 12 months.

The contract is currently utilising the second of these extension periods which expires on the 12th of May 2023.

The original whole life cost of the service including extensions and the outreach element is approx. £1,196,000. ​​ ​​The current service delivers provision of a 7-unit refuge for women fleeing domestic abuse and have an immediate housing need.

The model further includes delivery of 6 units of dispersed housing located across the borough of Doncaster, to support those for whom the hostel would not be suitable (e.g., women with older children and men) and an outreach service, providing support to individuals in their own tenancies. ​There has been consultation around the outreach element of the current contract and whether to include it within the new specification.
