The brief

The Council has a duty to provide sufficient school places for children of statutory school age in the local area and has been allocated ring-fenced Basic Need capital funds by the Department of Education to meet this additional need for local secondary school places, in addition to locally allocated Section 106 funding for educational purposes.

This proposal would continue the process of delivering an additional form of entry in the secondary sector equivalent to 30 places a year (150 in total) for 11-16 year olds.

All Saints Catholic College (ASCC) is a secondary school in the Royal Borough of Kensington and Chelsea.

ASCC was earmarked expansion due to the demand for secondary school placements in the borough and the move from four forms of entry to five.

The project is a six-classroom expansion, including a new reception and façade and other elements such as a multi-use games area and green roof, together with upgraded external space.

The Authority utilised the LHC Framework for Public Buildings Construction and Infrastructure, Inner London West Workstream 3 (the "Framework") for this procurement process.

A mini competition was advertised on 3 January 2024, following an expression of interest in October 2023.

Three out of five firms on the Framework expressed an interest and were invited to the mini competition, with one response received at the close of the tender.

The evaluation criteria were Technical 45%, Social Value 10% and Commercial 45%.
