The brief

The Home Office's Data Services & Analytics (DSA) Unit intends to put in place a new contract, with a single Delivery Partner for the provision of Product Development and Associated Services in support of the Department's Cerberus Project.

The contract will run for 32 months with an option to extend by up to 12 months.

The indicative value is up to £40m.

DSA delivers critical matching, analytic, reporting and insight services across all areas of the Home Office and the development of Cerberus is critical to deliver these capabilities for Border Force Intelligence Directorate (BFID).

Cerberus targeting and analytics outcomes are delivered by six loosely coupled DSA products (the 'Cerberverse'), that ingest, transform, enhance, match, risk assess border movements and then issue targets for intervention by front line officers, as well as providing enterprise wide search capability across all data.

Cerberus is delivering a single targeting and analysis capability of people, sea containers, fast parcels, post and freight.

Moving from a siloed, modal focus with variable targeting capability to multi-modal focus with incrementally improving analytics and targeting capabilities, based around network analytics and ultimately machine learning.

Bringing datasets together to holistically risk traffic at the border focussing on highest harm and highest threat with the ultimate aim of better securing the UK border as part of the CNI (Critical National Infrastructure) network.

The Delivery Partner will be required to provide a full suite of skills within an Agile framework.

The purpose of this notification is to provide potential Suppliers with early visibility of the requirement, which will be procured via the Crown Commercial Services (CCS) - Technology Services 3 (TS3) - Lot 3D - Application and Data Management Framework The Home Office intends to conduct a formal Early Market Engagement (EME) event on Wednesday 9th March 2022, between 9.30am - 11.30am.

The event will. • Provide suppliers with an overview of the requirement, bidding process and aim to address any initial questions. • Be held remotely via MS Teams or other similar method.

The Home Office may undertake further EME, via various means (e.g. meetings, questionnaires) with some, or all Suppliers involved in the process.
