The brief

The Electoral Commission is seeking a software development supplier with the capability to develop, deploy and support a bespoke results collation system for use in the upcoming EU and other referendums.

The system will be used by approximately 450 local authorities who will record voting totals in the system for approval and collation at a regional and national level.

The system must be resilient, secure, simple to use and capable of producing a trusted result for what will be a critical and high profile electoral event.

The successful supplier will have an excellent track record in developing web based applications using proven technologies and will be able to demonstrate good value for money.

The contract will cover design, development, testing, deployment and other activities required to reach the point where the Commission formally accepts the system.

The supplier will also enter into an agreement following completion to provide on-going support for the system.

The terms of this arrangement will be agreed prior to system acceptance and subject to satisfactory performance by the supplier.

The date of the EU referendum is not yet decided but the Commission is aiming to have a system in place by the end of 2015 or earlier.
