The brief

Cornwall Council is looking to mitigate a range of risks associated with lone working and personal safety which vary depending upon the individual’s role.

The purpose of this tender is to focus solely on body worn cameras.

The body worn video cameras are to be used in conjunction with lone worker devices so that the Council can provide evidential footage in the case of verbal or physical assault of a member of our staff; act as evidence in the council’s defence in the event of a complaint and also to reduce the potential for any such events by providing a visible deterrent.

It is expected that the final solution will provide cameras which are worn by the officers throughout their working day before being returned to a charging station/dock at their work base.

It is expected that this dock is connected to a computer which then automatically downloads and exports any saved footage onto the Council’s secure servers.

Once uploaded, footage is only to be made available to selected Council employees, however, it may be shared with outside law enforcement agencies, for example the police or courts, to act as evidence.

Solutions must allow for this while maintaining data security.

The Council has 46 Civil Enforcement Officers who work out of nine separate locations.
