The brief

Providers are invited to complete an Invitation to Tender (referred to from now on as ITT) outlining their bid for Carers Services.

The Provider will develop and provide Countywide services which enable Carers in Northamptonshire to maintain a balance between caring responsibilities and leading a fulfilling life outside of their caring role.

The target population are adult Carers who are caring for either a vulnerable adult or disabled child in an unpaid capacity.

The expectations from Provider(s) will be to provide value for money and attract external funds to meet growing demand and unmet need.

Provider(s) will be required to align services to the Joint Commissioning Carers Strategy 2016-2020 and work in partnership with other agencies such as commissioned services, Children's services, health services, the Carers Partnership Board and the Voluntary Sector.

LOT 1 - Assessments The Provider will be required to undertake the Council's duty Carers Assessments as set out in section 10 of the Care Act 2014. • Assessment of the Carer • Developing a support plan • Helping identify services & referral to other agencies including commissioned services for LOT 2.

LOT 2 - Community Resilience The Provider will be required to deliver a variety of services for Carers in Northamptonshire which include respite care (including emergency respite care and sitting services), training, social activities, peer support, information/guidance/support, direct payments and support to ensure Carers maintain or access work, training and educational opportunities.

Both services will be required from October 2017 onwards and TUPE will apply.

This contract is for three years, with an option to extend for twenty four months, subject to annual review.

For clarity, the maximum possible duration of the Contract, should the extension be taken up is five years.
