Gladstone Street Housing This Pre-Qualification Questionnaire (“PQQ”) document has been produced to enable Sandwell Metropolitan Borough Council (“the Authority”) to identify and shortlist six suitable economic operators which in the Authority’s opinion meet the required minimum standards and whom will be invited to tender for the construction of new residential dwellings at Gladstone Street, West Bromwich, West Midlands, at an agreed price and specification and in accordance with the terms and conditions which will be established and accepted.

For the purpose of undertaking this procurement exercise, the Authority is following the restricted procedure.

This process will comprise of two stages.

1.

Identification of suitable potential economic operators through this PQQ; and 2.

Appointment of a single economic operator by a single stage competitive tender with the contract being awarded on the basis of a 100% price.

A maximum of six Applicants which meet the defined minimum selection criteria and achieve the highest scores from the scored selection criteria will be invited to tender.

If an Applicant fails to meet any of the minimum selection criteria the Authority will not evaluate that PQQ submission further.

If there is a joint score in 6th place then all Applicants on the joint score will be invited to tender stage.

It is the Authority’s intention to appoint a single economic operator to fulfil this contract.
