The brief

The Council requires a supplier for the provision of Route Smart Vehicle routing solution that integrates with ESRI ArcGIS Desktop to allow the route optimisation of operations such as waste collection.

An ArcGIS compatible high-density route optimisation software package is used for the strategic planning and operational routing of waste & recycling collection routes.

The software solution is capable of providing balanced and geographically compact routes which maximise stops and lifts per hour, reduce route planning time and improve safety compliance.

The solution is also capable of optimising routes for street cleansing activities (mechanical and manual), gully cleansing, grounds maintenance and a whole host of other local authority services which require the optimisation and sequencing of multiple stops.

This contract will be for a period of 3 year, commencing 01/04/2021 until 31/03/2024.

This contract will not be automatically renewed on an after the initial 3-year term, performance of the provider to meet agreed SLA's and KPI's will be rigorously monitored throughout the term.

The Council will reserve the right to Terminate for convenience (as detailed in BCC's standard Terms & Conditions).

The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
