The brief

Border Force is a Directorate of the Home Office.

Border Force has a requirement for the provision of Forensic Medical Examiner Services to detainees held at Border Force Custody suites at the airports/rail station specified below.

The detainees will be suspected drugs stuffers or swallowers.

The services are required to be available on an on-call basis 24 hours per day as per the specification included in the attached draft contract.

Payment for the FME services will be on a cost per call-out/telephone advice basis.

A schedule of historical call-out data is attached for information, however, the Home Office does not give any undertaking or guarantee as to the volume of call-outs that may from time to time be required under these contract(s).

The contract is being tendered in five Lots as follows; Lot 1: London Heathrow Airport/Colnbrook Custody Suite Lot 2: Gatwick Airport and St Pancras International Rail Station Lot 3: Manchester Airport Lot 4: Birmingham Airport Lot 5: Glasgow Airport Suppliers may bid for one or more lots.

The duration of the contracts let for Lots 1-4 will be for 12 months commencing 1st April 2015, however, that period may be subject to a further 6 month extension.

The contract for Lot 5 Glasgow will not commence until July 2015.

Tenderers must have the necessary FME resources available to commence the services on 1st April 2015 and to meet the 90 minute maximum response time specified in the attached draft contract.
