The brief

The Warm Homes: Local Grant Programme (WH:LG) is a UK Government funded Scheme to deliver energy efficiency building fabric and low carbon heating improvements (measures) to households living in poorly performing homes (Energy Performance Certificate rating of D or below) across England.

The scheme will deliver upgrades to eligible Applicants in both privately owned properties and privately rented properties, both on and off the gas grid.

Applicants can be homeowners or tenants.

Devon County Council (DCC) are delivering this scheme on behalf of the following Local Authorities in Devon: East Devon, Exeter, Mid Devon, North Devon, Teignbridge, Torbay and Torridge (The Consortium).

DCC is a Grant Recipient within the terms of the Scheme.

The £5.25m WH:LG Programme will run from April 2025 to April 2028 and has a target of delivering retrofit to c200 properties across the Local Authority areas listed above.

The properties being treated under this Scheme may include detached / semi-detached / terraced houses, bungalows, park homes and low-rise flats.

The measures being offered to Applicants by DCC under this Scheme are contained within Eligible Measures for inclusion within the DCC WH:LG Scheme.

There may be a possibility to increase the number of properties delivered within the Scheme by DCC applying for an increase of WH:LG funding.

Any application for an increase in funding is dependent on Programme performance and National level funding underspend that may or may not be available and is in no way guaranteed.

If an option to extend the delivery Programme is available to DCC it is expected that this contract will be extended to ensure continuity.

The Programme will be delivered within PAS 2035:2023 and PAS 2030:2023 as its delivery specification (other relevant standards are located in Technical Standards used to deliver the Works).

All PAS 2030 & 2035 documentation and works must be successfully lodged with Trustmark to qualify for grant funding.
