The Estate Regeneration Programme facilitates the delivery of high quality new homes and facilities for Hackney’s residents.
Many of the estates in this Programme require existing buildings to be demolished before transferring a cleared site to a Developer / Contractor to progress the redevelopment proposals.
The Colville Estate is subject to a masterplan to redevelop the existing residential blocks to provide a comprehensive regeneration of the estate and new homes for existing and new residents.
The masterplan will be delivered in phases and this Award of Contract Report relates to Phase 3, which includes the development of two tower blocks of 16 and 20 storeys.
Planning permission has been secured for the new development and a CPO has been confirmed to enable the Council to obtain vacant possession of the remaining occupied unit in this block.
Upon vacant possession, the Council will start the necessary surveys of the existing block.
This will be followed by the demolition of the block in order to prepare the site for construction by the developer (Anthology, who recently purchased the long leasehold).
The following activities formed the scope of works required and are included in the schedule that formed part of the tender: a) Pre demolition audit; b) 24 hour site security; c) Health & Safety CDM services (excluding F10); d) Demolition Risk Management; e) Deconstruction; f) Breaking out foundations; g) Site clearance; and h) Final survey and record drawings.
In addition, the Framework Demolition Contractor will provide all services and responsibilities as described in Appendix 5 and Appendix 6 under the Council’s Demolition Framework (“call off”) contract at the rates and prices set out in the pricing document submitted as part of their tender. *Option A & B There are two options within the scope of services in relation to disposal of materials from the demolition site.
Option A is to retain the materials on site or for the demolition contractor to take to their own site.
Option B, if required is to transport materials to another site in Hackney if needed for piling mats.
Both options will be kept alive until the developer contractor for Phase 3 agrees the appropriate piling matt required for the development.
