The brief

The Staffordshire Commissioner seeks to commission a Staffordshire and Stoke-on-Trent Victim Gateway service for victims of crime, regardless of whether the crime has been reported to the Police or not, with a contract commencement date of 1st April 2020.

The service will need to comply with the Victim Code of Practice, (currently being reviewed by the Ministry of Justice) which should come in to force early next year.

Victim's wishes and feelings will be at the heart of service delivery.

The service will provide information, advice, guidance, signposting and one to one support to victims of crime as well as make onward referrals to specialist agencies such as domestic abuse, hate crime and sexual abuse.

Partnership working with agencies, in particular those operating within the criminal justice arena, is an integral part of the support system for victims. ***The scope will include three elements - provision of a victims gateway, provision of a restorative justice hub and support for victims of business crime **** The Commissioner is planning on holding a market engagement day at Staffordshire Police HQ, Conference Room 2, Weston Road, Stafford on the 17th July 2019.

This will include 1-2-1 sessions with individual suppliers, where requested.

The aim of the market engagement day will be to examine the specification and answer any questions in relation to the requirement and procurement process, before the formal tender is launched.

Contract value: Circa £2.4m (£0.8m per annum) Contract term: 3 years plus 2 years
