The brief

North of England Commissioning Support (NECS) are working for and on behalf of NHS England, Lancashire and Greater Manchester who wish to commission an Enhanced Training Practice for the Morecambe/Heysham area.

The aim of the service is to deliver a comprehensive Dental Enhanced Training Practice (ETP) service for patients within the Morecambe and Heysham geographical area.

An ETP is a dental practice delivering NHS primary care dental services with an added undergraduate training element.

The training element hosts a training environment for students from the Dental Education Centre, in line with the dental curriculum of the University of Central Lancashire (UCLAN).

The service will provide education and training for 40 weeks per year to a group of 8 dental students for 6 sessions per week (in line with UCLAN curriculum).

The practice will have 4 surgeries which will be utilised by the students for the equivalent of 3 full days per week.

The remainder of the time the surgeries will be utilised for the regular primary care dental practice element.

The basic principles of the open procurement route will be followed for this procurement to test the capacity, capability and technical competence of Tenderers in accordance with Part B regime of The Public Contracts Regulations 2006 (as amended).

Regulation 120 of the Public Contracts Regulations 2015 provides for a temporary exemption for NHS healthcare procurements before 18th April 2016.
