The brief

The current contract for Exchequer Services is due to expire 31 March 2020.

Prior to commencement of the next tendering procedure, the Council is looking to conduct a Soft market Testing Exercise with potential providers to help determine the make-up and packaging of the services to be included in the contract.

As such, this notice does not formally signify the beginning of a procurement process and does not constitute commitment to undertake a procurement exercise.

In the event that the London Borough of Bromley decides to commence formally procurement pursuant to this notice a separate OJEU Contract and Contracts Finder Notice will be issued.

Providers who would be interested in participating in this exercise should in the first instance register their interest by e-mail to Emma Pearce at: commissioning@bromley.gov.uk no later than 7 July 2017.

The Council will be looking to appoint one service provider for this contract, which is likely to include (but not be limited to) the following services: Business Rates, Council Tax, Benefits, Sundry Debtors & Mortgages, Payroll, Pensions, Cashiers & Postal Services, Cash Collections, Empty Homes review, Support for Academy System, Collection of Mayors Infrastructure Levy, Temporary Accommodation - Movement Triggers, Accounts Payable, Orpington BID, Corporate Debt,CareLink Administration, Corporate Customer services, Bromley knowledge, Freedom Passes and Blue Badges, Fairer Charging, Appointee and Deputyship, School Sold Services - HR, Finance and Audit, Admin Penalties, Processing Registrars cash payments, Bromley BID Through this test, the Council is seeking views on which service elements should be included to secure VFM, comments on the type of tendering arrangements that would increase the likelihood of organisations tendering, any other specific areas that would benefit the Council from inclusion in the contract plus any intelligence relating to recent contracts secured with other local authorities.

The formal tender process for this contract is likely to commence September 2018 or at such date as directed by the Council.
