The brief

The Council of the London Borough of Redbridge ("the Authority") is seeking Tenders from suitably experienced and qualified organisations for appointment to the Framework Agreement for the Provision of Short Break Services for Children and Young People with Disabilities in the London Borough of Redbridge ("the Framework").

The Framework shall commence on 1st September 2018 and, subject to satisfactory performance, shall continue up to and including 31st August 2021 ("the Framework Period").

At the sole discretion of the Authority the Framework Period may be extended in such period or periods as the Authority deems appropriate up to a maximum of one (1) year, providing a possible total Framework Period to midnight on 31st August 2022.

The Framework is divided into three (3) Lots as follows:- Lot 1: School Holiday Activity, After School Provision and Weekend Provision for Children and Young People Aged 5 to 19 (In the region of five (5) organisations to be appointed) This will be a Holiday Play Scheme to support disabled children and young people aged between five (5) and nineteen (19) years to access the holiday play scheme every half term.

The After School Club will be weekly, term-time at the provider's venue for children and young people aged five (5) to nineteen (19) years of age who reside in the Borough with: • Disabilities and special needs; and/or • A statement of special and educational needs to include Autistic spectrum disorder, Down-Syndrome, social communication difficulties and general learning difficulties with additional needs.

The Weekend Provision will consist of a recreational transition service for children and young people, giving them the opportunity to socialise with their peers and learn/increase their awareness of challenges that they may face when transitioning from childhood to adulthood.

Lot 2: Services for Young People Aged 12 to 25 to cover the following: Befriending and Enabling Young People To Access Individual Based Leisure Activities; Transition Support/ Independence Skills for Young People (In the region of five (5) organisations to be appointed) This Service will be for young people aged between twelve (12) and twenty-five (25) with moderate to high learning disabilities resident in the Borough.

Each Service User will be offered between eight (8) and ten (10) hours of befriending per month.

The nature of the support shall be Service User led, flexible and vary depending on each individual's circumstances, needs and preferences.

Service Users shall be encouraged to meet one another to provide the opportunity for peer friendships to develop within and outside of the Service.

Lot 3: Counselling and Emotional Support for Parents / Carers with Children and Young People with Disabilities Aged 11 to 24 and their Siblings (In the region of five (5) organisations to be appointed) This Service will be for parents/carers with children who are, and young people who are, aged between eleven (
