The brief

** This is not a procurement exercise by the Council ** Winchester City Council (WCC) is exploring the possibilities around developing a high quality visitor experience application for the City of Winchester.

Depending on findings, the Council will look to engage an application development partner to develop, deploy and keep updated this app.

We are looking to hear from interested parties who have experience relevant for a multi-release project in this vein.

The purpose of this Prior Information Notice (PIN) is to notify the market place and seek engagement regarding Winchester City Council's requirements - this stage of the project therefore does not form an initial stage of a formal procurement process.

The Council is not committing at this stage to carrying out such a process and participation or non-participation in this market engagement exercise shall not prevent any service provider participating in a potential procurement process should that occur in due course.

The app will need to be GDPR compliant, multi-platform (IoS and Android, freely available through online stores) and multi-language.

The app should also be scalable so we can add further content, imagery, media and augmentation as required.

Reporting and data capture are also required to capture information such as uptake, usage and movement, which would be WCC owned.

The desire is for the main functional elements of the app to include: • Fully accessible and updatable CMS / Asset store with geo-tags and attribute fields as specified by WCC - this will drive the content that gets displayed in the functional areas below • API capable • Trails & routes • Interests planner • Interactive map (with geo-fencing and location mapping) • Treasure hunts • "Augmented moments" (tied to assets, locations or sites) - augmented reality, image recognition, augmented backgrounds, models, images overlays etc.

This could either be as part of any platform design or accessed from a separate piece of software not tied to this app or contract. • Ability to also display other media, text, audio or similar content (either from the App, or linked from elsewhere) • PUSH notifications (for both informative and marketing purposes) • Ability to handle in-App purchases The above is not exhaustive and is a set of outline descriptions - the app will need to also provide more 'static' informational content as well as the more functional elements above.

WCC has created initial outline specification, requirements and style documentation to support the above and expand on the details, along with wireframes and storyboards for visualising our ideas of design and usability - these are to help shape any further discussions or development ideas as they progress, and are not prescriptive.

These documents and requirements are available to discuss and share with any interested parties to better shape any engagement.
