The Council requires a contractor to provide (1) locations within or close to the City where food waste collected by the City Council can be deposited, (2) if the deposit location is not at the treatment facility, the Council requires the contractor to bulk haul deposited food waste to a treatment facility and (3) to provide a treatment facility which is capable of processing the collected food waste by Anaerobic Digestion.

The Anaerobic Digestion Facility must be accredited to BS PAS110 and must treat the food waste in a manner that is compliant with relevant Animal By-Product Regulations.
