The brief

SOC 004 - Impartial Information, Advice and Support Service (IASS) for Children, Young People (0-25) and Parents / Carers on Special Educational Needs This contract is linked to the Children and Families Act 2014 and the Care Act 2014.

The service will apply to the Shropshire Council administrative area.

The contract will start on 1 October 2015 and end on 30 September 2017.

An extension period of 24 months is optional.

The contract value is fixed at £105,400 per annum.

Service users are •Children with SEN or disabilities, aged 0 to 16 •Young people with SEN or disabilities, aged 16 to 25 •Their parents / carers Service aims: Shropshire Council and Shropshire CCG are to commission a single, integrated and seamless IASS for children, young people (aged 0-25) and their parents / carers, which •Provides impartial information and advice about matters relating to their special educational needs (SEN) or disabilities (D), including matters relating to health and social care.

This must include information, advice and support on the take up and management of Personal Budgets. •Provides children and their parents and young people with the information and support necessary to participate in decisions about their individual support and about local provision.

The service consists of the •Operation of the one front door to the IASS •Delivery of the aspects of the IASS, which are not already delivered through the Local Offer and the IASS 18+ •Signposting to and working with existing IAS services, as already commissioned by Shropshire Council and CCG, as well as the wider IASS Shropshire Council is purchasing on behalf of itself and any wholly owned local authority company or other entity that is deemed to be a contracting authority by virtue of the Council’s involvement.

As a public authority, in line with the Public Services (Social Value) Act 2012 the Council has due regard to economic, social and environmental well-being in Shropshire.

Accordingly the council is looking, in relation to the delivery of this contract, for proposals from contractors that could help provide social value benefits within Shropshire where practicable.
