The brief

Guildford Borough Council and Waverley Borough Council are seeking to appoint a sole contractor for the Authorities Stray Dogs Service, inclusive of collection, transportation, kennelling and re-homing of unclaimed dogs.

The successful contractor will be required to provide the service 24 hours a day, 7 days a week without exception.

Members of the public, council officers and the police must be able to report a found dog for collection, and owners who have lost their dog arrange collection of their dog, direct with the contractor.

The contractor shall also keep records to allow the Councils to keep and maintain a stray dog register in accordance with section 149 of the Environmental Protection Act 1990, and the Environmental Protection (Stray Dogs) Regulations 1992.

Schedule 1 of the Appendix provides statistics relating to the Stray Dogs service over the past few years and details the tender specification.
