The project being appraised is an increased investment in Kingsway Business Park, in the borough of Rochdale.

The additional investment of up to £5 million will cover a number of heads of expenditure where the provisional estimates have been exceeded (including increased CPO costs as a result of long term and protracted disputes with landowners), and the approval will also secure the principle for review of the development scheme in light of adverse ground and market conditions - including assessing the potential benefits and risks to the Agency of pursuing and/or supporting planning applications to seek release/change from employment use on part of the site.
