The Health and Social Care Information Centre (HSCIC) requires a content management system (CMS) which will comprise 3 views: • A searchable library of quality assured indicators (indicators which have already been through the process and achieve an assurance rating), their methodologies and review dates. • A repository which will hosts details of all indicators that have been assured, are going through assurance or did not meet the assurance criteria and any documentation associated with the process.
This will also need to be searchable. • A directory which holds a list of all indicators currently available within the health and care system whether they have been assured or not, with links to the relevant arms-length bodies, also searchable.
An integrated workflow system is also required, which allows an applicant to register and submit an application for indicator assurance online.
The application will then follow a number of stages in order to reach assurance.
At various points throughout the flow it must be possible to notify applicants, project team members and other involved parties of how the application is progressing, decisions made and where actions are required.
It must also be possible within the workflow to produce documentation to be reviewed at various meetings which form part of the process.
For the purpose of this requirement 'indicators' are defined as: a way of measuring the performance of health care initiatives and related outcomes and making us accountable to patients, the government and taxpayers.
They are a form of key performance indicators (KPI).
HSCIC expects to issue a Request for Information to all interested suppliers shortly.
