The brief

We are seeking applications from suitably qualified and accredited Independent Connection Providers (ICPs), Self-Lay Providers (SLPs), and multi-utility contractors to deliver contestable utility connection works across several active construction sites in London.

The works encompass the design, procurement, excavation, installation, testing, and commissioning of primary utility infrastructure for: - Power (HV/LV distribution and substation connections) - Water (Main tapping, metering, chlorination, and adoption prep) - Telecommunications (Ducting, chambers, and fibre integration) SCOPE OF WORKS BY UTILITY a) Power Infrastructure: - Installation of High Voltage (HV) and Low Voltage (LV) cables. - Substation base construction, transformer positioning, and jointing. - Delivery of contestable works under UK Power Networks (UKPN) adoption standards. b) Water Infrastructure: - Main connections, boundary box installations, and site distribution pipework. - Pressure testing, chlorination, and water sampling under Thames Water / Affinity Water standards. c) Telecoms & Communications: - Installation of Openreach / Virgin Media / Altnets compliant ducting and footway chambers. - Cable pulling, lead-in installation, and box terminations.

LONDON OPERATIONAL CONSTRAINTS & SITE CONDITIONS Contracts will take place in high-density urban environments.

Bidders must demonstrate proven capability in managing: - NRSWA Compliance & Highway Authorities: Securing Section 50/171 licenses, managing Traffic Management (TM) schemes, and adhering to London Borough / TfL permit systems. - Sub-surface Utilities: Operating in congested underground service environments utilizing PAS 128 (Type B/A) utility mapping and GPR scanning prior to excavation. - Low Emission Requirements: Compliance with London's NRMM (Non-Road Mobile Machinery) emissions standards and FORS (Fleet Operator Recognition Scheme) Silver/Gold for site deliveries.

CONTRACTUAL STRUCTURE We reserve the right to award this scope as a single multi-utility package or split the requirements into trade-specific lots (Water, Power, Telecoms) depending on response quality.
