The brief

The Department of Health are holding a supplier engagement day on 24 March 2016 at 11 am (venue details below) in relation to procuring the services of an organisation (or consortium) with knowledge of both the health and care sector and innovative investment models.

The organisation will be required to work with providers, investors and commissioners in local areas to broker social investment deals which meet local needs in expanding community support for those with learning disabilities.

We envisage that this organisation will examine how: • social investment backed outcomes commissioning models could increase the impact of local areas’ spending on adults with learning difficulties; • innovative investment models could address capacity building requirements for providers of effective services supporting adults with learning difficulties in the community.

The ultimate objective is to effect practical change by brokering appropriate social investment deals at a local level whilst sharing learning between local areas.

The work will be broken down into two phases: Phase 1 - a 'state of the market' report and Phase 2 - brokerage and support to enable as many deals to be established as possible within a 1 year period (and within a defined budget).

The engagement day will consist of a 45 minute presentation, followed by supplier 1:1 sessions.

It is hoped that discussions with suppliers may help assist the Department in formulating a clear and transparent specification that will deliver the objectives of the requirement under tight budget constraints (Budget capped at £100k maximum).

Please contact Suzanne Thomas at Suzanne.thomas@dh.gsi.gov.uk no later than 3pm on 23rd March, if you are interested in attending the supplier day.
