The brief

BFI is seeking a contractor with the appropriate knowledge and expertise to undertake a mid-term evaluation of its National Lottery funded talent development programme, BFI NETWORK.

BFI NETWORK exists to support, develop and champion early career filmmakers (writers, directors and producers) looking to kick-start their careers.

National Lottery funding covers investments in short film, feature development and professional development.

BFI NETWORK is a UK-wide collaboration between BFI, national film organisations and leading cultural venues; as such, activities are delivered, and funding decisions made, by a wide range of regional and national partners.

NETWORK's opportunities are open access and work to directly address under-representation in the industry, in line with the focus areas of the BFI Diversity Standards.

The BFI wishes to commission a Mid-term Evaluation of BFI NETWORK to assess how funded activities are being implemented across the UK, and evaluate the progress being made towards achieving its objectives and outcomes.

In addition to a process evaluation, we expect an impact evaluation which will be an early assessment of the outcomes and impacts of funded activities (for example, career development, career progression, skill development and addressing geographic imbalances).

NETWORK, as a project, launched in 2014 and was partly re-modelled in 2017/18.

This evaluation will review activity from 2017/18 onwards.
