The brief

The City of Bradford Metropolitan District Council is inviting tenders for the delivery of a Multiple Needs Navigator Service across the Bradford District.

The service will provide intensive, person-centred and trauma-informed support for adults experiencing multiple and complex needs, including homelessness or risk of homelessness, substance misuse, mental ill-health, domestic abuse or trauma, and involvement in the criminal justice system.

The successful provider will deliver a Navigator model of support, providing dedicated keyworker interventions, outreach engagement, multi-agency coordination and partnership working to improve outcomes and reduce inequalities for some of the district’s most vulnerable residents.

Contract Term • Initial contract period: 2 years • Contract commencement: 1 April 2027 • Option to extend for up to four additional 12-month periods, subject to funding and performance.

Contract Value • Core funding of approximately £280,476 per annum. • Additional funding opportunities may become available during the contract period, subject to confirmation and approval.
