The brief

Northamptonshire County Council (NCC) (The "Authority") wishes to invite Expressions of Interest (EOI) submissions in response to this call for competition, for the supply of services for Residential Care Home; New Build, Design and Refurbish and Design and Rebuild opportunities.

The successful Potential Provider(s) will be responsible for providing these works and service and liaising closely with the Contract Manager identified by the Authority.

As more alternative accommodation for older people is developed, residential and nursing care homes will increasingly focus on people that have complex physical or medical care needs.

In particular they will need to provide care for those with moderate or severe dementia.

In light of rising customer expectations and new specialist accommodation for older people being built, NCC will review its own accommodation.

As replacement care home capacity becomes available we aim to decommission NCC-owned care homes, where buildings are approaching the end of their economic life and do not meet customer expectations or modern standards.

We will work in partnership with new providers to share the risk and develop sustainable care homes at a price that is affordable to NCC but still allows investors to make a return on their investment.

NCC is willing to discuss using its own land.

Some privately owned and operated older care homes in Northamptonshire face the issue of outdated standards and we are keen to work with operators who wish to improve conditions in their homes.

There are no confirmed contract dates however from summer 2020 onwards indicatively (but flexible over the next 2 years to allow for planning application etc.).

The Authority welcomes early responses where organisations may be able to provide immediate capacity in the current to support with the global effort to tackle coronavirus.

This EOI is published with a Prior Information Notice for Call for Competition.

Please note that NCC reserves the right to only invite those that have submitted an EOI to any further Tender stage(s).

NCC reserves the right to directly award this contract to a single or multiple Providers.

This will be dependent on responses to the "Expression of Interest (EOI) Questionnaire".
