We wish to appoint a single specialist consultant to deliver the services summarised below: • Establish a proportionate energy and carbon baseline and confirm the residual Scope 1 and 2 emissions gap, including the long-term route away from HVO. • Assess energy efficiency and building performance opportunities across HVAC, controls, BMS, lighting, motors, pumps, fabric and operational optimisation. • Develop a practical vehicle electrification strategy and associated charging and infrastructure plan for the operational fleet. • Assess technically and commercially viable on-site renewable energy generation (with a particular focus on solar PV), storage and demand management across the estate. • Produce a prioritised, costed investment roadmap to 2030 and beyond, including planned maintenance. • Transfer knowledge, tools and models so PoJ’s internal teams can maintain and build on the roadmap after the commission ends
