Peterborough City Council (PCC), is looking to award an "Pseudo Dynamic Purchasing System" which PCC, Cambridgeshire County Council (CCC) and Cambridgeshire and Peterborough Clinical Commissioning Group (CCG) will be entitled to call off from.
The Procurement is being run using a procedure similar to the open procedure described in Regulation 27 of the Public Contracts Regulations 2015 (as amended).
However, the Authority reserves the right to deviate from the formalities of the open procedure given the flexibilities permitted by Regulation 76 of the Public Contracts Regulations 2015 (as amended) in the conduct of procurements for "Social and Other Specific Services”, otherwise referred to as “Light Touch Regime” procurement.
The Authority intends to re-open the multi supplier “pseudo DPS” (referred to as “DPS”).
As the DPS Agreement will be “pseudo DPS”, it will look and feel similar to a DPS agreement set up under Regulation 34 of the PCR.
This means that the Authority envisages the DPS will re-open (6) six months after the DPS start date (May 2021) and then at (12) twelve month intervals (or at other intervals at the Authority’s discretion) for new providers to apply or previously unsuccessful providers to re-apply subject to the terms and conditions of the Framework and evaluation process.
Tenders are therefore invited from suitably experienced providers who can demonstrate knowledge and experience in the provision of Early Intervention and Prevention across Cambridgeshire and Peterborough.
The requirements will be split into Lots as detailed below Lot 1 Hospital Discharge and Admission Avoidance Lot 2 Information and Advice Lot 3 Community Support Lot 4 Day Opportunities (This Lot is unlikely to be activated immediately)
