The brief

NHS England South East (the Commissioner) sought to commission Providers who had the capability and capacity to deliver Community COVID-19 vaccination services.

The Commissioner had identified a need for further provision of COVID-19 vaccinations and aimed to secure additional Outreach Services.

The core aim of each Lot was to reduce the gap in vaccination uptake by eligible individuals and cohorts within population groups who experienced health inequalities, and to link population groups and areas of need to preventative healthcare and support.

This took place in two main ways: • By removing barriers and increasing access to vaccinations for those populations who could not or struggled to access core services, and • By building confidence in vaccinations and wider health services among individuals and groups who might not typically have taken up vaccinations or engaged with health services through standard approaches.

The commissioned services were intended to embody the ambitions of the National Vaccination Strategy, 'Shaping the future delivery of NHS vaccination services', published in December 2023.

The initial contract term of each Lot is 6 months, with the option to extend for up to a further 12 months.

Services were scheduled to commence from 1st October 2025.

This procurement was split into 17 separate lots: • Lot 1 - BOB ICB - Oxford East • Lot 2 - BOB ICB - Reading • Lot 3 - BOB ICB - Aylesbury • Lot 4 - BOB ICB - High Wycombe • Lot 5 - BOB ICB - Banbury • Lot 6 - Frimley ICB - North Frimley - Slough / Maidenhead • Lot 7 - Frimley ICB - South Frimley - Rushmoor / Surrey Health • Lot 8 - HIOW ICB - Hampshire Place, Portsmouth & Southampton • Lot 9 - HIOW ICB - Isle of Wight • Lot 10 - K&M ICB - Dartford, Gravesham and Swanley (DGS) • Lot 11 - K&M ICB - Medway and Swale (MS) • Lot 12 - K&M ICB - West Kent • Lot 13 - K&M ICB - East Kent • Lot 14 - Surrey Heartlands ICB - Whole of Surrey Heartlands • Lot 15 - Sussex ICB - West Sussex • Lot 16 - Sussex ICB - East Sussex • Lot 17 - Sussex ICB - Brighton and Hove The maximum fully extended (18 months) contract values for each Lot were as follows: • Lot 1 - £88,875 • Lot 2 - £88,875 • Lot 3 - £88,875 • Lot 4 - £88,875 • Lot 5 - £88,875 • Lot 6 - £12,825 • Lot 7 - £8,325 • Lot 8 - £149,850 • Lot 9 - £99,900 • Lot 10 - £97,125 • Lot 11 - £97,125 • Lot 12 - £127,650 • Lot 13 - £199,800 • Lot 14 - £208,950 • Lot 15 - £180,000 • Lot 16 - £165,000 • Lot 17 - £150,000 The combined fully extended contract value across all lots was £1,940,925.

The number of vaccines to be delivered was to be determined by patient choice, with suppliers paid based on activity undertaken.
