The brief

The PPR service is a required statutory function under the Deprivation of Liberty Safeguards.

It is therefore unavoidable for the local authority not to provide this service.

There would be a gap and interruption between the previous contract and the new one ready to start in October 2025.

This provision is tied into the statutory duty on the Local Authority to provide a Paid Persons Representative (PPR) under the Deprivation of Liberty Standard Authorisation when no other representative is available.

The PPR is visiting People who are assessed not to have Mental Capacity, mostly in care homes, and they make checks on whether the care home is meeting the conditions of the Deprivation of Liberty Safeguard, as required.

This is a partly retrospective Direct Award commencing from April 2025 - October 2025 however, as this is a statutory requirement, the Direct Award was required to ensure compliance whilst the new contract is being mobilised and due to commence in October 2025.
