The brief

Introduction The Home Office is developing its approach for the future of its Uniform, Clothing, Equipment and Protective Equipment (UCEP) requirement.

This is anticipated to replace the current managed service contract and aims to deliver a national comprehensive, scalable, efficient and sustainable solution across multiple operational or public facing directorates including: • Border Force (BF) • Immigration Enforcement (IE) • UK Visas & Immigration (UKVI) • Her Majesty’s Passport Office (HMPO) • Security Teams The Home Office is considering a single or multi-supplier solution procured utilising a multistage competitive flexible procedure in accordance with PA23.

The purpose of this preliminary market engagement is to • encourage market involvement, stimulate and ascertain interest • gather information, feedback and views of the market • develop a dynamic fruitful business and commercial approach for the requirements.

The Home Office will require participants to sign a mutual NDA before gaining access to fully participate in the Market Engagement event, further detail is provided in the “Engagement” sections of this notice.

Description The Home Office purchases between 10,000 and 15,000 products a month supplying c14000 officers/staff products associated with high level categories: Uniform and Clothing, Equipment and Personal Protective Equipment (PPE) summarised below.

Uniform and Clothing = A diverse range of clothing determined by department and job role including but not limited to Corporate Wear (jackets, shirts/blouses, trousers, skirts, dresses, cardigans, jumpers), Performance Wear (thermals, fleeces, jackets, waterproofs, high visibility), Training & Operational Wear (shirts, t-shirts, wicking tops, cargo trousers), Head Wear, Foot Wear, Accessories (gloves, belts), Religious and Maternity Wear, Branding (patches, epaulettes, insignia) Equipment = An evolving range of products utilised across operational HO departments including but not limited to tactical belts, tactical vests, batons, cuffs, equipment holders, equipment bags, evidence and firearms bags, dog handler equipment.

PPE = Protective equipment to protect staff and the public including but not limited to Body Armour (Armour Panels, Overt and Covert Armour carriers/covers), Face Coverings and Gloves, Armoured Helmets, Shin Protectors, Groin Protectors, Shields.

The Home Office operates 24/7 365 nationally and internationally.

Suppliers, for a complex range of stakeholders, must be able to facilitate and manage security of supply, requirements/product development and demand fluctuations.

The Home Office is seeking a robust service associated with the supply of the goods anticipated to include Stock Management, Storage & Logistics, Procurement & Supply Chain Management, Hire, Sustainability, Returns, Recycling and Disposal, Customer Services and Account/Contract Management.

Step 1.

If you have not yet registered on the eSourcing Portal, this can be done online by following the ‘To register click here’ link at https://homeoffice.app.jaggaer.com .

Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering.

Your profile must include interest in the CPV code “35811200 - Police uniforms” , this should be done when establishing your profile or an existing profile can be amended to include this CPV.

To add this CPV to your profile select “Categories” section.

Click “+” icon and search for the CPV.

Select the CPV and click “Confirm”.

Step 2.

Once you have registered on the eSourcing Portal including the CPV (as above), registered users can access the “Uniform, Clothing, Equipment and Protection Products (UCEP).

Expression of Interest and NDA” (PQQ_684) to express an interest, complete and submit the NDA and provide contact email address(es) to receive an invite to the virtual supplier event.

Deadline for receiving an invite to the event by completing Step 1 (PQQ_684) is Sunday 12th October 11.59pm Suppliers can continue to express an interest and request participation in the market engagement until 30th October 2025.

Step 3.

Upon completion of Step 2 you shall be invited to “Uniform, Clothing, Equipment and Protection Products (UCEP).

Market Engagement Event”(PQQ_704) for access to the documents, receive an invite to the virtual supplier event and provide feedback via the questionnaire.

The Home office is hosting a virtual (Microsoft Teams) supplier event on Thursday 16th October @ 1pm You are also encouraged to respond to the questions on the e-sourcing portal (PQQ_704) to provide feedback to the Home Office, deadline for responses is 31st October 2025 11.59pm The Home Office may invite participants to attend in 121 virtual (Microsoft Teams) meetings for further feedback.
