Oxfordshire County Council & Reading Brough Council are looking to procure a new Civil Enforcement and Parking Charging Notices (PCN) commencing its operational services in November 2026, following a period of mobilisation.
The contract will be for a initial 5 year period with the option to extend for a up to a maximum of 2 years: Both Councils are seeking a Contractor(s) that share its values and will support both Councils's Civil Enforcement Operations and include: • Enforcement of Parking restrictions, including off-street parking • Bus Lane Enforcement processing • Moving Traffic Enforcement (including Road User Charging schemes) processing • Permit management, including customer interface and back-office processing • PCN Notice Processing from serving PCNs to Enforcement Agent warrant issue (whole life cycle of a PCN) • DVLA, TEC and TPT interfaces • Interfaces with other third parties such as ANPR cameras systems and authority payment systems to allow telephone and online payments. • Document management including stationary controls and print fulfilment • Document storage until the retention period • Handheld and printer provision • Payment processing for PCNs and Permits (online and telephone payments although this may be provided through the necessary link to Council payment provisions) • Mailroom and scanning processing including dealing with incoming mail and payments (cheques, postal orders) • Optional administration processing for correspondence relating to PCNs and permit processing by telephone and process online applications. • Interface with the Council's ITC and contractors where required. • Reports for effective management of enforcement and processing of PCNs and permits • Oxfordshire currently enforces the District Council car park of Cherwell District Council.
During the life of the contract additional car parks for Park and Ride or those currently operated by the District/City Council may be added.
The Services do not include Enforcement Agent services, procurement of Pay and Display machines.
Please be aware that there will be a joint procurement between Oxfordshire County Council and Reading Borough Council, but there will be 2 separate contracts
